Anti-corruption measures and integrity

The “Amministrazione trasparente” or anti-corruption measures represent the most powerful tool in order to connect public administrations to citizens, this system prevents corruption and allow people to look at the actions and annual report of administrations.

The concept is developed by the idea of a “complete access” of administrative documents that are at people disposal. It is strictly related to the concept of integrity, which is considered essential and remind us of the ethics principle. This one should be at the ground of every public administration, whereas the lack of clarity may be fertile ground for illegality.

For this reason the Prime Minister’s Office adopted the act “Dpcm 20 dicembre 2013” in order to put into effect the Art. 49 c.2 of the Legislative Decree “decreto legislativo 14 marzo 2013, n.33” where these anti-corruption measures were forseen. The new section “Amministrazione trasparente” has been created following the the guidelines issued by the “Segretario generale il 24 dicembre scorso“.  Every detail about the data publication were written in the information letter sent to every public administration. The duties of the Prime Minister’s Office were also attached in a list.

The legislation concerns every aspect of the Prime Minister’s Office and the administrative body, public authorities and the National School of Administration. Managers will be directly responsible of disclosure acts forseen by the Legislative Decree and Prime Minister’s Office.

There are many duties to execute: awards of a grant, subsidies, advice given by the Legal and Legislative Affairs Department (except those used to general legal and administrative effect measures, whereas those related to the interpretation or application of the law will be published by those administrations which are subject of the advice), public authorities’ trips, state ceremonial, State flights, awards, relocation of public officers, events where the civil protection is involved, CEO and other leading position (inside or outside the administrative body) and contracts procedures related to the purchase of goods and services.

According to the General Secretary Decree of 29 August 2012, the UCI – Ufficio controllo interno, trasparenza e integrità (Office of transparency and ethics) is related to the Prime Minister’s Office and it is created in order to promote ethics and supervise the duty of transparency.

More transparency thank to the access to the administrative documents

Personal data can be used only under the conditions laid down by the applicable legislation (European legislation 2003/98/CE and Legislative Decree 36/2006).
